"The use of force by law enforcement personnel is a matter of critical concern, both to the public and to the law enforcement community. Every day, officers are involved in rapidly evolving interactions with members of the public and, when warranted, use reasonable force in carrying out their duties. This is especially true with respect to officers safeguarding the community and themselves from attacks and overcoming resistance while engaged in the performance of law enforcement duties. Officers and their supervisors are responsible for understanding their authority and its limitations and appreciating the serious consequences of every use of force.

Current California law requires police departments to release video and audio recordings of a critical incident within 45 days of the occurrence.

The Santa Monica Police Department (SMPD) understands that building and maintaining trust between the police department and the community requires openness and transparency in all matters, especially the use of deadly force by a police officer. On October 5, 2024, a Santa Monica police officer was involved in a fatal Officer Involved Shooting (OIS) with an armed subject in front of the police station. To abide by state law and, most importantly, to ensure our community is engaged, the SMPD has created a Critical Incident Community Debriefing Video (CIV) to provide insight into and context for the OIS."

WHAT TO WEAR UNDER YOUR WETSUIT Ultimately, what to wear under your wetsuit comes down to personal preference but technically the best thing to wear under your wetsuit is …drum roll… nothing. Why is it best to go commando under your wetsuit? Well, neoprene wetsuits work as insulators trapping your body heat inside while acting as a barrier to the cold outside. Therefore, putting anything between you and your wetsuit can reduce the wetsuits effectiveness as an insulator. Additionally, the fit of a wetsuit also affects its heat retention capabilities. You want your wetsuit to fit like a glove, so wearing underwear, boardshorts, or bikinis can cause bunching that will hinder the wetsuit’s ability to sit flush and comfortably on your skin. Now you must be wondering how do you get into a wetsuit naked on the beach? We recommend using a towel or a changing robe to make this process easy and help you refrain from flashing the parking lot, getting a bunch of strange looks, or ending up in jail for indecent exposure. Now that you know you don’t need anything but your wetsuit, let's dive into some wetsuit 101. In the early 90’s, it was common for surfers to wear rash guards under their wetsuits. Rash guards are thin lycra jerseys initially designed to protect surfers from chaffing and rashes caused by the wetsuits inside seams and stitching. However, by the mid ‘90s, most quality surfing wetsuits were designed with glued, blind stitched and or taped seams which drastically eliminated chafing and decreased the need for rash guards. While you’ll rarely see a surfer wearing a rash guard under their wetsuit, rash guards are still very commonly used and worn for sun protection. Another key reason for going commando under your wetsuit is due to the technological advances in neoprene wetsuit linings. Today, virtually all popular wetsuit brands have proprietary versions of heat retaining liners built into the wetsuit like the Body Glove Red Cell. These liners come in varying fabrics and thickness and generally serve to increase heat retention between your skin and the wetsuit. On September 6th, 2024, Santa Monica Police Department Homeless Liaison Program (HLP) officers received a radio call of a person lying on the ground in the 1100 Block of Alley 6. When officers arrived, they discovered a deceased male in his 30s with one stab wound to the upper chest area. Two detectives were designated as the handling investigators and several other from the Criminal Investigations Division (CID) responded to assist. As a team, CID gathered evidence, video footage, and witness statements throughout the day.

After an extensive and thorough investigation, detectives determined the suspect to be a security guard (photo above) who worked in a building adjacent to the incident. Detectives presented the case to an LA County Deputy District Attorney who believed there was enough evidence to file the murder charge. An arrest warrant was issued for Gaston who was subsequently taken into custody on November 7th at the Santa Monica police station. During his interrogation, Gaston admitted to the murder as well as a previous assault in July. Gaston remains in the custody of the LA County Sheriff’s Department pending trial.

A little after 5:30 on the morning of November 16, 2024, Santa Monica Police Officers responded to a call of an aggravated assault at an apartment in the 1100 Block of 12th Street. The reporting party told dispatchers his brother stabbed their mother several times.

Upon arrival, officers located two male adults (brothers) and removed them from the apartment. An elderly female was down inside, suffering from several upper body stab wounds. Our officers rendered emergency medical aid to the victim until the arrival of SMFD paramedics. The victim was transported to a local hospital. She died of her wounds on the way.

The suspect, 43-year-old Vernon Jeremiah Harris, lives at the location with his mother, the victim, and two older brothers. Harris has no known criminal history. He may have physical and developmental disabilities. The brother who called police acts as a caregiver for Harris and their mother. The brother woke up this morning when he heard his mother yelling for help. When he walked into her bedroom, he found Harris standing over her with a knife.

The third brother was at work during the incident but arrived on scene during the investigation. Both of Harris' brothers provided statements for detectives.

A search warrant was executed at the apartment and detectives located the weapon used in the attack. Forensics responded and processed the scene.

Harris will be booked and then transported to Los Angeles County Jail to await his first court appearance.
